They can’t do the impossible; but they can advise on all possible legal options in a particular situation; can process applications & paperwork quickly & smoothly with minimal mistakes, and can challenge the INS administratively or even in court if they do something contrary to law or their own rules. And they can advise on what you CAN’T do so you don’t waste your time & $$ trying the impossible.
